Bruno Burini gives an interview to JOTA and comments on the regulatory impacts of railway digitalization in São Paulo

The modernization of the railway system in São Paulo has reignited an increasingly relevant debate on infrastructure, urban mobility and regulation: to what extent does the digitalization of railway operations also transform the performance criteria, oversight and accountability applicable to public services?

In an article published by JOTA, our partner Bruno Burini, in co-authorship with Sérgio Garcia, analyzes the regulatory developments arising from the modernization of three metropolitan lines, regarded as one of the most relevant railway digitalization initiatives in Latin America, involving the implementation of automation and advanced signaling systems in an urban network of highly complex operations.

In the article, the specialist examines how this movement shifts the debate beyond the physical expansion of infrastructure, encompassing the governance model of operations and the ability to convert operational data into verifiable performance parameters.

The analysis also highlights the impacts of this new scenario on contractual and regulatory structuring, particularly in light of the increased measurability of operations, which directly influences oversight mechanisms, performance assessment and the allocation of liability in cases of failures and service disruptions.
